Most traffic signal which can be actuated work on the principal of a wire loop embeded in the ground just in front of the stopline. A metal object entering the electrical field will be translated by the traffic controller to call a green light. The electronics can be tuned to pick up a bicycle, so it is not a problem to pick up a motorcycle, usually it's just not tuned properly. Hassle the people who maintain the signal. If the tuning is iffy, stop your bike at 45 degrees, over the loop, in front of the stopline.
